I'd just take a pair of clean scissors and snip the right hind toe off on each of them, as close to the leg as possible. I do it all the time and they never get infected or bleed. And even if it did bleed, it would just be one drop. They don't feel it.
And if they're not Mallards, it won't hurt anything. But if they are you'll be in the clear. You can't really do it once they're a week or so old, it bleeds more.
It's just necessary to federally mark captive mallards, since they're migratory in the wild. They're raised domestically all the time, but if they're marked they can be easily distinguished.
