Tuft on back of neck?

Got this little guy about three weeks ago at a local swap. I don't know if this is a breed thing or a defect. Any ideas? I don't know his breed. I say him because of his oersonality.

Here is a photo from today the poof is just feathers there is no deformity in his neck.
