Turkey losing feathers

I have two bronze turkeys, the hen is sitting on her eggs in a dog house in the fenced area, and the Tom keeps pacing back and forth by the fence. I let the Tom out because he is starting to lose feathers from pacing so much, but I want to get him back in his pen. Is there any way to get a turkey to stop pacing in his fence?
 
Is the run fencing welded wire, or chicken wire? If the latter, and the turk's chest is being abraded (red/broken skin) then get a roll of that black garden fabric-light wt. `weed abatement' (sold at lowes/home depot) and some zip ties. Place a `run' of the fabric along fence (at level chest is rubbing against) and zip tie into place. Not cute, but effective. Welded wire is larger gauge and usually won't leave raw abrasions as turkey paces. This also works if one has toms in one pen and hens in another (close enough to see one another). Easy to block the view, quickly and completely.
 
It's the thicker welded wire, there aren't any cuts yet, but I was afraid he might get some soon as he's lost a lot of his breast feathers. Thanks!
