Feeding turkey poults a high protein starter feed is not just about the higher protein. The high protein turkey/gamebird also contains higher amounts of critical vitamins such as niacin and methionine that the turkeys really need for proper growth and development.
If you are going to feed chick starter to poults you should make sure it is a high quality chick starter. I do not consider 14% to 18% chick starter a quality feed.
