Turkeys trying to hug

I have two turkey poults one is a blue slate and one is still a mystery. I got them a couple weeks ago I don't know the exact age. Today I noticed the white mystery breed turkey will spread his/her wing and try to hold the blue slate. It is hard to describe. It is almostlike a hug. He is spreads one wing and trys to put his wing on her. Could this mean he is a tom? What is this turkey doing?

Yes it could be a tom. It is just establishing its dominance over the other poult.
