Tweaking temp in new incubator

I have been able to stablize the tempature in my incubator. However, the air temp is 101 but the water wiggler temp is 97.3. From what I understand this is too low for a forced air wiggler reading. To attain the 99.5 wiggle temp the air is going to be about 108-110 degrees. What suggestion could someone make about what is correct in this situation.

Hi, I don't know how long your ww has been in there, but maybe you should wait longer, water may take alot longer to heat than air.

PS I HATE tweaking, don't you?
