twin baby goats

i have a doe and a buck. they are 3 months old. the buck was bigger at birth but now he is half the size of her and is kinda mopy. he doesn't eat the grain but he does eat hay and brows. he is always trying to eat from mom. do you thinks he need to be taken away from mom, maybe hes not eating enough because hes holding out for moms milk.
