Leghorn twins at birth but so different at 18 weeks. One has a rose comb and the other has a floppy comb. Are their breed names same?

Leghorn do not have rose combs, they have a very large single comb.

Leghorns can have rose combs, but I think it depends on the breeder and where you got them if they were mixed or not.
