I did not see any age restrictions there when I joined

I had a Twitter for 5 days and deleted it today, so YES, you can delete it. When you do it warns you that it will be a permanent delete, unlike Facebook, where you can deactivate it and then activate it again later. I didn't see what's so great about Twitter...
