Uh oh, what’s she(he??) doing?

Yeah, I have 6 roosters that were all raised here, plus many others in the past. I get your point, though, but it (or she) still doesn't scream cockerel to me.
I have and do sound funny but in this case, it sounds like a head hen being bossy to me. Just my opinion! That's not the reason I think this is a pullet, though. It's the body shape and the feathers that make me lead toward POL pullet instead of cockerel.
Yeah, I think the same. It’s an odd one for sure.
 
Male-specific feathers start growing at like 8 or 9 weeks. Some breeds and individuals are slower, but I don't think this is the case.

At 18-19 weeks their combs get red and they are getting closer to point of lay.

She doesn't crow like a cockerel or sound like a cockerel.

I think she might have some hormonal issues going on, possibly, but still a she. Her body shape and type still looks female.

Ive never had a male get saddle feathers at 8-9 weeks. Id bet money on that being a cockerel most hens dont start laying at 18-19 weeks either most are well over 20 unless they are leghorns

If I was a betting person, I'd take you up on it. What types of chickens do you keep? My Serama cockerel had male saddle and hackle feathers growing in at that age.

My Steele Egger this year was easily identified as male from his red shoulders and pointy saddle and hackle feathers around 9 or 10 weeks. I know this because I was disappointed I had to wait so long to get my refund from the hatchery (you had to wait until 14 weeks to report it). 🤣

She looks just like a black Australorp to me, other than her shape (she is a little leaner than most) I’m not too sure.
Where did you get her*? My first guess was Australorp too, but I'm not sure you have those there.

Langshan maybe? There are types that don't have feathered legs.
I got it through my neighbor who got it from his friend who raises chickens. All three from same guy. He didn’t know the breed, and I didn’t want to bother him to contact his friend.
