Underdeveloped Hen

I have a 18 week old pullet who is much smaller and seems to be not as developed as the rest of the flock. No comb or waddles, she still makes a peep noise and the rest of the birds pick on her (not to any extreme). Is there anything I can do to help her? I am not sure what breed she is as we got a grab bag of chicks so maybe she is just a smaller breed?

Wow, your birds look amazing! Love the feathering on them. I'm not an expert on breeds, but she might be different from the others.
When one of mine was picked on, I had to separate her until she was stronger.

Thanks for the input. I am just wanting this girl to live a healthy good life. It makes me sad for her. She usually runs and hides behind me when I am in the coop.
