Why do I have so many eggs with fully formed chicks which never pip at all. When I check the chicks seem fully formed but only about half even try to hatch.

What is your humidity, temp, and what kind of bator are you using?

Humidity around 50-55 percent first 18 days. Then 75 to 80 %. I use a table top Hova-bator. still air. Temp between 100 and 101 Deg. I never used to have this problem when I hatched 15 years ago.

I just started hatching also but I've had pretty good results with a Havo bator Genesis Pre-set. I incubate my eggs at 45-50% humidity for 18 days then bring humidity up to 70-75%. I've heard 80% and I will bump mine that high when I have one getting sealed in. I most certainly can not let my humidity go below 70% during this time. Mine won't hatch if I do. For me, with the Genesis, the fan is the biggest deal because I have to have 'eagle eyes' on the humidity until hatch day. The temp is pre-set to 100F. I leave it there because most of the time it says the incubator temp is 99.7F. I still have some that have internal pips and don't hatch. I had 2 EE a couple of days ago that did that.

There are so many experienced people on here that have so many different ways of doing things. Maybe they can share what works for them. I will suggest this: Find a thread that is setting the same day you are "Setting eggs on ???". I did that and what a HUGE help that was. We were able to compare incubator experiences, hatch experiences, etc. It was wonderful. If there's not one, don't be afraid to start one. People will join you.
