Unknown Bantam Type - Make?

Anyone able to help me identify the particular breed of this Bantam and tell me the gender? Got this guy/gal from TSC as a chick 12 weeks ago. The comb and wattle came in much quicker than the other chicks, so I assume this is an indicator that he is a male. Much larger than the other birds of same age, but I thought Bantams were smaller... I'm confused!

Looks as if a large fowl Light Brown Leghorn cockerel inadvertently got into the bantam bin. Our local TSC was very bad on bird ID this year.

Sourland's opinion is as good as any. TSC just keeps on rolling, no matter what they put out.
