Well. Snowball is in denial to get a good photo taken... she/he is preening on the stump. Whitney on the other hand (or is it claw) was perfectly fine with me taking her photo. She seems to like it.
 
Well then... yet another possibility. Snowball is big, but has legs that remind me of leghorns.
 
Is it possible for a chicken to be both genders cuz I am confused. Snowball has feathers like a pullet, acts like a pullet for the most part when it comes to people, treated like a pullet by the chickens, and the rooster accasionally does a mating dance around Snowball. On the other hand, Snowball sometimes attempts to crow, gets into cock fights with Cinder, and is developing what looks like shiny, almost clearish feathers. The claws are definitely not sharp like a roo’s, but the face changes from pullet pink to rooster red throughout the day. One minute pink, the next red, and visa versa.

Oh and here’s a new picture that is better but because Snowball was in the sun the feathers are not defined.
 
I don't know of any hatcheries that sell rhode island whites. TSC gets chicks from hatcheries. I was thinking white cornish but they have pea combs and you said it's a rosecomb so maybe white wyandotte.

It’s already been solved. This little guy is a white Yokohama with a cushion comb.
