If I had to guess - "about 12' from the lot edge" is probably a zoning issue. You'd have to know what the requirements are for that property. I have to setback 30 feet. With 5 acres of land, why put it on the edge of the property unless you want to piss off the neighbors

I agree with @Sic as far as they may have a requirement of keeping a specified distance from the property. It can make a difference if the land i zoned Ag or not. We are zoned Agriculture and still have to be 25 ft off the line, even though our neighbor has a barn that is only 15 ft. We see no point of complaining. It does not harm us. It does sound like a neighbor with a friend in law enforcement. It would be code enforcement who would come out on it. Even in rural area you must alway check county code or city if within city limits.
