Updates 4 different breeds

This one has odd feathers growing out of her neck, she came from breeder

Do you know if the breeder had Speckled Sussex? It's really hard to tell with only a couple patches of feathers grown in but that could be a possibility.
I believe an Arucana came from same breeder as my Ameraucana and my husband went to pick her up and possibly didn't clarify the difference because he doesn't know, but they breed only the two bird breeds. I've never had an Arucana she has no butt feathers too.
 
She's very mean and stands odd with no rear feathers. Then these new side neck feathers just started , very odd looking bird.

At four weeks it is pretty normal to not have a tail grown in yet. I currently have a batch of five week old chicks running around and I have a few that only recently grew a noticable tail. The chick pictured above is not either of those breeds. It has pink legs.

She has yellow whitefish legs that's why I am confused. She stays higher than the others and no butt long legs.
 
Here is a Speckled Sussex picture pulled off of the Cackle Hatchery website. It will be hard to tell until more feathers come in but I believe this is what your chick is.
That one has no curled feathers growing opposite of others out of neck and it has tail feathers too. It could be a Sussex but the neck feathers and way it stands with no butt is like nothing I've seen.
 
The neck feathers look like that because they are just growing in. As the feathers above them grow in, they will be pressed flat against the neck. Chicks look really odd when the first set of feathers are growing in and feathers can stick out in weird ways. Give this chick at least another week and then look at the feather patterns that come in. I'm sure in the next week or two you will see tail feathers starting to come in. None of the other chicks appear to have tails feathers either so I'm not surprised this one doesn't yet.
 
This cockerel from last year didn't sprout an appreciable tail until very late. This picture is at three months old and he barely has a tail. He later went on to sprout a normal sized tail. Some just take longer than others.
