Upper Level Birds With pheasants

Can you put birds that will use the upper level of an aviary with pheasants? Like finches, lovebirds, parakeets, etc?

I have doves in with red goldens and lady amherst.

I have cockatiels and diamond doves in with my pheasants.Both lay and hatch plenty of young birds..
