If your temps have been fluctuating or on the low side you can get some slow pokes. Not much you can do if they’re not internally pipped. Can’t rush them for that part. Do you have multiple thermometers in the incubator? You said it’s difficult to maintain humidity in your incubator so I’m wondering if the temp has been less than ideal too. It’s hard to tell from your pic but that air cell is a little on the small side compared to what mine usually look like at this point... had you marked the cells or weighed the eggs at all before now?
