URGENT Duck leg injury from wire.

I got my ducks from a hatchery. When I got them they had wire wrapped around one leg. Nothing I read from them or anything indicated I needed to take it off and quite frankly I wouldn't have known how. I figured it would come off when they grew as it wasn't that sturdy of a wire. I've had them about 3 weeks and they've really grown. I hadn't been interacting much and they hide the minute they see me. Today I decided I was going to upgrade them. When I picked them up I realized the wire had not grown off and was in fact just as small and tight as ever. They're legs of course are not. They're feet on that foot are swollen. I managed to get 2 ducks freed but the other two I just can't seem to. What do I do??????
I'm so stupid.
 
I've got all the leg bands off. I'm almost physically ill from the knowledge that I caused them great pain. I'm all for killing things so long as it's as pain free as possible. I'm not cut out for torture though. I've got them chilling in an ice water bath. I figured it would numb their legs up, help with the swelling, etc. Not sure what else to do. There was some bleeding. That was just terrible. I can't even type how terrible that was.
