Urgent help needed

Hey my baby chick is not able to pass stool easily she is 4 months old and since yesterday she is behaving weird while passing stool stays there for a long time standing still ... This weird thing comes out while she poops please help don't know what to do...🙏

It appears she is prolapsing. She may be constipated. First, she will need to be separated if this is staying out, if others peck it and damage it, it will be much worse. Keep it covered in ointment to keep it moist (you don't want that tissue to dry out), you can use honey, plain neosporin, plain triple antibiotic ointment, vaseline, etc. Honey will help shrink swollen tissue as well as keep it moist. Gently push it back in with your finger, and hold it for a bit to see if it will stay. You may need to repeat that more than once. Take some coconut oil, a teaspoon to a tablespoon and freeze it. Break it into small pieces and feed it to her. They usually like it. That will help get things moving if she's constipated. Repeat the coconut oil every day til things start moving. Hopefully that will help.

That cloaca does not keeps bulging out it just pops up when he poops

Give the coconut oil, that will help loosen things if it's constipation. If it's going back in on it's own that's good, but it will continue to happen if the droppings are too firm to pass easily. Some birds are more prone to prolapse than others. If you can get it to resolve then hopefully all will be well after that.
