VARIETIES

I have no idea.... That's what I'm asking yo.... who makes up the color names, when does the color become a real "thing"?
Color names are typically made up by the breeder who develops the specific color. If the breeder applies for a patent on the specific color, the name becomes real at that time or when the color begins being sold commercially.

How you mean "develops the specific color" and it breeds true....?
There are breeders who are constantly working on new color varieties. Whether the color they develop is because of a mutation or a combination of different recessive genes, if they are the person that developed the new color, they are the one that gets to name the new color.

The part about breeding true are your words and not mine. There are many color varieties in the poultry world that do not breed true because they are caused by heterozygous color genes. It can still be a specific color because it occurs when those particular color genes are in combination. However because it is caused by heterozygous color genes it will not breed true. Therefore the requirement that "it breeds true" is not relevant.
