You can start today provided you supplement them with chick grits, to aid digestions.

While you can give them veggie scraps, I question the food value that they would provide. Instead, I'd give them a plug of sod from an untreated lawn for the many benefits they would get from that.

I agree with Lazy Gardener and Spartan22, I think we started ours with lawn trimmings. Chick Grit was their first "treat" and they are all about that stuff!
we did have a crippled baby once that we gave beef broth during the first week. None of the other chicks liked it, but the one ate it up.
