   Have you looked at your eggs?  Are they fertile?  Has anyone else successfully hatched any of your eggs?  How many thermometers are you using?  You might want to try a second one to see if the incubator temp is right on.  If you know anyone who has hatched eggs if you could add several of theirs to yours and see if they will try hatching yours, you can see if the problem is the eggs or the incubator.
      There can be so many reasons eggs don't develop.

What is the best type of thermometer to use?
