Can I kill a hawk threatening my birds lives and sitting in front of my coop

The following quote was taken from the link that follows it and is according to the Arizona fish and game department..

"It is illegal to harm, trap, kill or harass raptors, according to federal and state laws."

This quote is their suggestion about what you should do, also taken from that link..

"keeping small pets inside or in enclosures with a roof."

I've had a hawk show up every day at the same time and quietly wait.. I kept my birds on lock down and blew the hawks cover (by acting like a crazy fool, and predator calling like a good flock leader would do.. not quiet harassment).. they quickly move on once they learn there's no easy meal to be had, according to my experience.
