It does look like he has scaly leg mites by the loose scales. Some of the red streaks are probably normal coloring of a healthy fertile male, but the firy red skin up high in the feathers looks like a type of inflammation I have seen in pictures here before. Some of those cases lasted after many types of leg mite treatments. But I would certainly get started on treating the obvious scaly mite infestation with something like ivermectin topical. I am not an expert on leg mites.
One of the rooster experts, @roosterhavoc recently said that he treats with Frontline on the skin along the spine. Maybe he will chime in with his recommended dosage. I also would treat the coop and burn or bag the old bedding. Straw sometimes harbors mites, and they can be found in crevises of the coop.
