Waiting time between old infected flock and new flock

I have an old coop that had several chickens die in it about 3 years ago. What kind of steps should be taken and how long should we wait before putting another flock in it?

Some diseases can persist for months, even years, in the environment, so it's impossible to say how long it'd take for it to be completely "safe" when the cause of the deaths is unknown.
