Wandering chickens

I live sort of in the country surrounded by family land and one church. I have been letting my chickens free range until today when I got a call from animal control. Apparently someone visiting the graveyard saw my chickens on the church property(church is right next to me). They do wander over and eat on the grass but I've never seen them close to the graves. The graves are a good 250 feet from the property line. We talked to the groundskeeper who had no problem with the chickens, but I guess one of the visitors didn't like seeing them around.
If I put up a continuous run of welded wire fence 6 feet high, do you think that would do the trick? I have production reds and black sexlinks. 6 total.

My sex links would laugh at a 6 foot fence, at least untill I trimmed one wing.
