Well, I like to put newspapers and then litter over that. You cannot use cedar shavings, at least I have heard that it is toxic to chicks. And you cannot put them directly on newspaper as it is too slippery and they may have leg problems.
But if you put the newspaper down underneath and then pine shavings or whatever, I have used hay also, or sawdust, anything they can get some traction on and is absorbent, then for the first day or so the paper towels with the feed over that, it works pretty well.
They learn to pick up their feed and they can walk around on it.
