Many people hesitate on mail ordering hatching eggs; and with good reason. It is risky, but I have ordered quail eggs and had them shipped. While some eggs did not hatch-many did. Quail eggs seem to ship better than other, bigger eggs.

Just order from jamesmariefarms.com, there is a reason that they will have shipped over a million eggs this year. Expect around. 50% hatch rate from shipped eggs if you are an experienced hatcher. Also expect to get fantastic stock, better than what youll be able to find on craigslist or ebay. Or really anywhere for that matter.
