Wanting to strangle my Sultans!

I suppose I was off to a bad start when I thought they were Silkie chicks. Instead I ended up with a pair of Sultan bantams, and they have always been flighty like cats. I raised them in the house, and they still hate to be within 10 feet of me, except for when the rooster decides it's time to attack, which is more often than not.

The rooster was getting bullied badly by my BO and Silver Laced Cochin roosters, so I moved all my bantams to a new coop. That was 3 weeks ago, and the hen hasn't laid since. She had just started a couple of weeks before. The rooster is finally mating with her, but she hasn't looked like she has any intention of laying any time soon. Is this normal, and is it worse because these birds are so high strung? They'd probably kill themselves before anything else hurt them.
