Looks like a cockerel to me, but I'm no breeds expert, so someone who is may be able to say 100% male or female. The neck feathers look too fringed to be proper hen feathers, but I don't see other male feathers. Posture seems male but that's no guarantee.

Looks like a little girl, some of those bantam hens will give the roos a run for their money so far as showing off goes.
