Water Bottle Waterer

Hi. I Made A Waterer From A Culligan Type 3 Gal. Bottle.also An Oil Pan For It To Sit In.my Problem Is This.i Drilled A Small Hole About 2' From The Bottom.screwed The Cap On Tight.but No Water Came Out.then I Thought It Needed Another Smaller Hole At The Neck.drilled It.now The Water Runs Freely,but It Won't Stop.so I Put A Screw With Some Insulation In The Top Hole, Now No Water Comes Out At All Unless I Unscrew The Cap. Then It Won't Stop Running. I Saw This On Byc.what Did I Do Wrong? Help

The bottom hole needs to be bigger. Leave the other hole plugged
Remember , the TOP of the hole will be your high water level​
