I hate those things. They always fail for me. I had a rooster become fixated on the yellow valve stem until he broke it off completely. Usually they get a small piece of debris, food, a feather, whatever around the opening preventing it from closing correctly.
Is yours in direct sunlight? Sometimes algal growth can be sufficient enough to prevent closure and cause it to overflow.
