water freezing

I have a hanging 3 gallon bucket with watering nipples. I have a plastic fish tank heater plugged into a outlet attachment that turns on automatically when the temp drops below 39 degrees ($12 at lowes). It works well unless we drop below 20 degrees outside. Then the water at the outer edges freezes, which prevents the nipples from working. I'm going to get some of that silver bubble wrap looking insulation and make an upside down sleeping bag to slip down over the bucket. I'm hoping this will resolve my problem for most days anyhow. Hopefully this idea is helpful. Stay warm everyone!

As others mentioned, a heated base works wonders, and should cure your frozen water issues.
