Waterer problem...

I have a 3 gallon Millside waterer from Tractor Supply. My problem is that whenever I fill it up, the water pours out and overflows. I have tried everything to solve this. I make sure to fill it completely so it can get a good vacuum on it, it is on level ground, but I just can't get it to stop doing this. For about a week, it was working great and if it was flowing too fast, I could tighten it and it would slow down. Now, I can tighten it, try to loosen it a bit, and it still keeps doing this. Does anyone know how to fix this?
 
It should have a rubber o-rings in the top. It sounds like it is not sealing. It could also have a small crack in it. All it takes is a hairline crack to break the vaccum.
If it does have a crack you can use some silicone to fix it. I have done it and it works fine. Hope this helps.
