Ways to prevent feather picking?

Hello!
We have 16 hens of different ages and 1 black copper maran rooster who is almost a year old. The two youngest girls are the smallest and the same age as the rooster. These two are showing signs of possible feather picking: the top inside corners of their wings somewhat bare with broken feathers. Is this assumption correct? If so, how can I prevent this? Thanks!

It sounds like the rooster is overmating the two hens. You can put chicken saddles on the two hens and/or put Peepers on the rooster.
