webbing swelling and a bunch of bullies

My year-old hen has bad looking swelling on the webbing between her toes. It looks kind of like somebody put a small ball under her skin, and is worrisome. Also, another hen is being bullied something awful. She perches on the windowsill unless the other chickens are absorbed in eating. Otherwise she sits up there all day and night. If she comes down the ducks and some chickens peck her quite aggressively. Nothing odd has happened to this chicken that I'm aware of. She looks and acts quite normally, so it just doesn't make sense. I'd appreciate any suggestions you may have. Thank you.
 
Is the one that's getting picked on a different breed than the others? Smaller?
does the swelling bother your 1 year old? I had a roo with a very similar sounding problem with the foot and I soaked it in water with epsom salts in it and after a week or so the swelling and the limping stopped. Does the lump feel solid or like it's full of water?
 
Do you have the facilities to separate the bullies out of the flock for a week or two? This would lower them in pecking order and they might be nicer afterward.

Sorry I don't know what to say about the feet. Is it bumblefoot? Try doing a search on internet or this website. (It is a staph infection.)

(I don't know what is wrong with the feet.)
