Weighted vest for flighty EE?

One of our 16 week old, pullets (hopefully) keeps going over the fence into the neighbors yard. We have clipped her wings with no luck in an effort to keep her in. She is difficult to catch and is getting more spooky by the day.

Has anyone made a chicken vest with a weight in it. Maybe a ball and chain around the leg.
Suggestions?

They are very mobile at that age.

Covered run? Seems less invasive than clipping and vests.

They do have a coverd run but we let them free range mornings, evenings and weekends when we around the house.

I am thikning you may need to clip the wings again with a different technique-how did you so it? The thought of a vest cracks me up but seems impractical.

Have you observed her getting out? She may be hopping to a branch or other booster before flying over. If you see it happen you can block the area or put up a higher fence in that area etc so she can't get out in that spot. I would also keep her in for a couple of days so she doesn't free-range. That will break the habit and she may forget about the grass on the other side of the fence.
