Weird bump above the chicks tail.

I noticed a little bump above its tail but didnt do much about it. I have 4 chicks and all of them seemed to have it in the same spot.
Although this chick's bump became abnormally big.
What should i do?
Is it something serious?

That is their preen gland. Perfectly normal.

My 4 month old rooster also serms to have this and constantly scratches there. Is that also normal?

Yes every bird has one. They use it to distribute oil to their feathers.
