Oh I hope it's not. This is hopeful. One chick is shivering but they were outside.That does not look like a bloody poop to me but I still suggest getting Corid and starting treatment. It will not hurt them and might help. Just don't take the chance.
To me it looks more like the chick shed some material. That happens and is not a big deal.
