Weird Rooster Crouch Purrs In Corner While Legs Move

My rooster likes to go into a specific corner of his cage, crouch, and then start moving his legs in place while making these weird purrs.

I don't know what it means. What does it mean?

When my birds feel threatened the whole flock, they run into one of their safe zones and then they all start purring. Interesting though because he is a rooster.

It is the same behavior shown in video below. He is advertising a potential nest site to a hen that he hears. In video below you can actually see hen he is advertising to.

Interestingly though. My only hen passed away, so he is with me all the time. Surprisingly he does it more now than ever.
