Weird white stuff under neck

Anyone know what this white stuff is under the neck? All my chickens seem to have it. It’s more on the feathers, not really the skin from what I can see.
 
Could be lice nits - do you see any crawling bugs on the skin?
I didn’t see any bugs but I’ll check again in the morning. It’s more at the tip of the feathers, not the base where lice tend to lay their eggs. Thanks for your response!

Those look like Lice Nits. Treat the hen with a Permethrin based poultry spray or dust. For those under her neck, since they are quite large and you can easily see them, I'd try to remove the nits/egg clusters. Not sure if they can be crushed, but I've seen where applying coconut oil will help them come loose.
