So hubby called the Game Commission to see about what is involved in getting a pair of silver wood ducks and they said that we need a state permit and federal permit and to have an approved closure. So hubby is refusing to do it because he doesn't want to have them inspect it because we may not get approved. We plan on building a big pen for our other ducks anyhow. I hate laws

You may need a state permit for PA, but i cant see why you would need a federal permit until you are ready to sell birds/eggs, i think that person doesnt know their butt from a hole in the ground. When i applied for my permit for CA i just sent a picture of the enclosure and drew a map of where it was located on my property in relation to the roads, house etc. I got my permit without anyone showing up to inspect it. When i got my Federal permit it was the same thing, picture, drawing and most important of all........the money. Infact, in order to get my Federal permit i needed my state permit first.

I think the state permit for you in PA is about $50 a year.

As far as the pen, im sure they just want something secure that the birds can not fly out of to "contaminate" the local population of wild wood ducks, although i wouldnt mind seeing Silvers in the wild!! They are also probably looking for a water source, shelter from the elements and so on. You dont have to have the Taj Mahal built for them!!

I wouldnt worry, if you want Silver woodies that bad at the price they cost i'd pursue them!!

PS- by federal permit they probably meant that you need to make sure that the breeder you are getting the birds from sends you the proper federal paperwork, the 3-186 form, you will need that to apply for your state permit.

The state said that they required both state and federal propagation permits and that they would require inspection of the enclosure. The guy I talked to said that he was not sure and had to ask someone else, and that is what they told him.
 
Wow, you guys have some stiff laws over there, even stiffer than California, thats a first for me!!! When i first contacted my DFG they said not to apply for the permit until i got my birds that way i could mark it down on the application what species i had. I did not have to have a Federal license in order to apply either. Not to mention our permit is only $20 a year, now the fed permit is like $75.

I just cant see having to shell out $125 in permits a year just to keep a pair of wood ducks. I'll contact some breeders i know and see what they know about PA laws and get back to you.

I am afraid its true.........you need the state and federal permit plus NPIP inspected. I'm sorry, thats just crazy, period. A person i talked to said its killed a lot of the shows in your state as well and that its a shame.

Time to move i suppose!!! You can come to California and enjoy the 104 degree heat wave we are experiencing!!! Even the Jack Rabbits are packing canteens!!!.................Jason
 
Thanks for double checking for me!! It is unreal what they require for keeping things!! I did not know about the NPIP testing too it is a duck not something super cool. We would love to move to Ohio so we can get anything we want and not need permits for it...Like a kangaroo or something!! LOL!!
