Wellies and egg laying age?

My Wellie girls are 21-22 weeks old now.....when will they start to lay? i have some production reds that are laying great....my wellies combs are not huge, and neither are their wattles...shouldn't they be getting close??

My first one laid at 24 weeks and the other followed about a week later.
