Welsh Harlequins noisy

I have two 9 month old welsh harlequins. They were very quiet and calm the first 8 months we have had them but they have done a complete 180. They are agitated and loud every time we go into the backyard. I do not see or know of any possible stressors that may be causing this behavior.
Any thoughts on possible stressors or ideas on how to quiet them down would greatly be appreciated.

Are they allowed to roam and forage or are they stuck in a run? Welsh are excellent foragers and have high energy. They need to get out in the grass every day - it's their passion.

Do they have their heads pulled in and are they wagging their tails?? Sounds like my broody ducks..
