Do Welsummers have a small spur like a roo? This one I am told is about 7 months old. Moves r e a l slow.

I think what you are referring to is the trace of a spur that is visible on a hens leg. It is normal and wont turn into a full cock spur.

Hens (of any breed) can also get spurs.
