Wet chick won't dry

I just got home 3 1/2 hours ago and had yet another hatch but this chick just will not dry off. He/she has been given a dry towel and I thought maybe it would dry off eventually but still no luck. I've been waiting to switch to the brooder until he/she is dry.
 
I have had chicks that just look wet but are actually dry. Not sure why it happens but i wash them in warm water with a little drop of dishwashing detergent, rinse and dry. Then they are fuzzy like they should be.
Seems to usually be chicks that are stuck in shell or late to hatch.
