What’s going on with this little girl

Notice the tiny one

All of the birds in that first picture are the same age or at least were purchased at the same time. They could not be more than a week apart in age

That is them when purchased so obviously roundabout the same age. My question is what in the world is happening with the tiny one it chirps like a baby but gets around and roosts just fine although the barred rocks try to sit on it lol. Have at it byc braintrust

That was my first thought as well but it is odd that she chirps like a chick and if you notice in the close up still has what appear to be downy feathers the others have been feathered out for a long time now these were purchased mid February
