What’s wrong with his eye?

Hi! My black Indian runner drake has gloopy stuff coming out of his eyes. Is it foamy eye or an infection? It is very crusty and is stuck to the skin. Their water dish is deep enough for them to submerge their head in. He isn’t sneezing or coughing. We have him separated with our other Indian runner because she is gentle. Any advice would be appreciated!
