What’s wrong with this chick’s feet?

5 weeks old, being raised in a large metal tub, on tiny wood shavings, with 19 other chicks - see attached photo for the set up, minus half the chicks and the warming plate.

I noticed a while ago that she was not growing larger at the same rate as most of the other, but there are two other small chicks as well. Then I noticed that she was frequently lying down. I saw now that her feet seem to be swollen with some of the toes pointing in off directions.

Any insight as to the cause and how to help her appreciated.

Also her feet are a little scabby due to two chicks who used to incessantly grab at others’ feet. One of them mostly stopped after spending time in chicken jail, and the other died.
